This feature is currently only available on desktop versions of Gmail accounts and on the Gmail application.
When you’re using the Gmail app, you will find all the four options at the button ribbon, Meanwhile on the desktop, there’s an assigned section for each, located on the left sidebar.
All these options are enabled by default upon the rollout, but Google grants the users access to turn them off from the Settings.
Regarding functionality, these new options work in the same style as the standalone applications, only that they are now integrated under one roof of the Gmail application.
If you can’t access this features on your personal Gmail account, then you can enable Chat and Rooms options manually from the Settings.
